What do I need to bring with me when I register?

Salary

How is my salary determined?

At Jelle, from day one, you get paid as much as the permanent staff with the same position in the company hiring you. Other compensation such as overtime, irregularity pay, expense allowances and travel expenses also fall under the hirer’s compensation rules.

What do I have left net?

At Jelle, from day one, you get paid as much as the permanent staff with the same position in the company hiring you. Other compensation such as overtime, irregularity pay, expense allowances and travel expenses also fall under the hirer’s compensation rules.

When will my salary be paid?

After submitting your declaration of hours, Jelle will transfer your salary. Processing of your hourly claim will take place by noon every Tuesday. Once your claim is processed, your salary is generally credited to your bank account within two business days. If something went wrong with your salary, it will be corrected on Thursday that same week.

What is payroll tax and why can it vary from week to week?

Payroll tax and national insurance contributions are collectively called payroll tax because they are withheld and remitted as a single amount by the withholding agent (in this case, Jelle). Payroll tax consists of general tax credit and employment tax credit. Before you started working through Jelle, you had to fill out a payroll tax statement. This is used to determine your payroll tax credit statement. You must fill out a payroll tax statement again if there are changes in your personal situation. Payroll taxes are calculated weekly based on your hours worked so they can vary from week to week.

When will I receive my annual statement?

You will receive an annual statement from Jelle at the end of January in the my.jelle portal. This annual statement is important when completing a tax return, if necessary. If you have worked briefly in the past year – for example, only during the vacation season – you are often entitled to a refund of contributions and payroll taxes.

What is the minimum wage?

There are minimum salary requirements. Every worker is entitled to a minimum income. For workers aged 21 and older, the legal minimum wage applies. For workers under 21, the minimum youth wage applies. In principle, the legal minimum wage is adjusted twice a year, on January 1 and July 1. Check the central government website for an up-to-date list of minimum wages.

Do I pay for Jelle’s services?

No, our services are paid for by the client. So you pay nothing at all for our services.

When am I eligible for a pay rise?

At Jelle, you will be remunerated according to your client’s collective bargaining agreement. Collective bargaining takes place annually. Based on this, salary increases take place.

How much holiday pay do I get as a temporary worker?

Vacation pay is 8.33% of your gross pay and is set aside weekly. Vacation workers also accrue vacation pay.

When will my holiday pay be paid?

Your vacation pay is paid automatically in the last week of May each year according to the Collective Bargaining Agreement for Temporary Workers. In the interim, you cannot have vacation pay paid out unless you go on vacation for two weeks or more. When your assignment has ended and you want your accrued vacation pay and vacation days paid out immediately, you can tell your branch. If you do not do this, the reservations will be paid out automatically approximately three weeks after the assignment is completed.

When can I expect my final bill when I am out of employment?

When the temporary employment contract with temporary employment clause ends, unpaid reserves for vacations, public holidays, short-term absence/special leave and vacation pay are paid out after six weeks. This also applies to accrued compensatory hours.

Travel expenses

Am I entitled to a travel allowance?

There is no legal regulation for travel reimbursement. As such, an employer is not required to reimburse your travel expenses. In many collective bargaining agreements, travel expenses have been agreed upon. Some companies give employees a standard travel allowance and others reimburse the full cost of public transportation. Whether or not you receive travel reimbursement and how much depends on the company you are assigned to. Travel expenses are always discussed and agreed upon in advance.

What is a mileage allowance?

If you use your own car to perform your duties, it is customary for the company to pay a mileage allowance for it. You should accurately record the number of miles driven by providing the addresses of the businesses visited and dates. Compensation varies by collective bargaining agreement.

Do I have to keep my tickets?

Some companies will fully reimburse you for travel expenses based on public transportation fares. To be reimbursed for all expenses incurred by you, you must submit a statement of trips made using your public transport chip card or train card with your weekly hourly statement.

How much is my travel allowance?

The allowance for travel expenses incurred usually depends on the distance between your home and work. The employer can reimburse a certain amount tax-free for each kilometer, regardless of the means of transportation. This amount varies by collective bargaining agreement.

Wage specifications

When are the wage specifications published?

Immediately after payment of the salary, the wage specifications are published.

When will I receive my annual statement?

You will receive an annual statement from Jelle at the end of January. This annual statement is important when filling out a tax return if necessary. What is a waiting day?

When you are sick, your first day of illness is a waiting day. This means that the first day of illness is not paid. From the second day of illness, you are entitled to continued payment of wages.

Holidays

I want a day off. Will my salary continue to be paid?

According to the Collective Bargaining Agreement for Temporary Workers, you can get paid for this day if you have accumulated enough days off. If you work full-time, then you accrue two vacation days per month. You can see on your paycheck whether you have enough days. You must request this continued payment yourself. Days off should be requested through my.jelle.com.

How many vacation days do I get as a temporary worker?

Paid vacation days accrue; an amount is set aside for you every hour worked. If you work 40 hours a week throughout the year, you are entitled to 25 vacation days on an annual basis. If you work less, you are entitled to a proportionate share. Vacationers are entitled to a proportionate share of the statutory minimum of 20 vacation days per year.

As a temporary worker, do I get paid on public holidays?

Yes. If you work through Jelle as a temporary employee, you will continue to be paid on an official holiday, without accruing any reserves. The holiday must fall on a day you would normally work. You will be paid the average number of hours for the last 13 weeks you worked.

Can I have a holiday paid out without having been off?

No, you may have vacation days paid out only on a day not worked. For example, if you work two days in a week, you may have three days off that week. If you worked all week, you cannot have vacation days paid out.

What happens to my reservations when I stop working?

Jelle automatically transfers the accrued amount to you six weeks after your last day of work. At the end of your employment, you can request payment of your reserves.

When will my holiday pay be paid?

Your vacation pay is paid automatically once a year at the end of May. At the end of your employment, your vacation pay, along with your accrued amount of vacation days, is automatically transferred after three to six weeks.

What is short-term absence and when is it paid out?

Short-term absenteeism is a short, reasonably calculable period during which you are unable to work due to special personal circumstances. Consider, for example, a doctor’s or dentist’s visit.

For short-term absence, you will receive a supplement as a temporary worker in phases 1 and 2. This supplement consists of a percentage of actual wages. You’ll find the percentage and accrued amount of short leave on your paycheck. This percentage is in accordance with the applicable NBBU collective bargaining agreement for temporary workers.

Have you not used short leave and your employment ends? Then the accrued reserve for short-term absence will be paid out with your final settlement. Seconded employees through Jelle will receive continued pay during this leave.

What are reservations?

If you work part-time and/or not all year, then you build up reserves according to the number of hours you work. A reservation is a percentage of your salary that is set aside for vacation days, vacation pay and short-term absence. The vacation allowance will be automatically paid into your account once a year in June. If your employment ends, all saved reserves will be paid in one lump sum after three weeks.

What is holiday allowance?

Vacation allowance is the same as vacation pay. Your balance of vacation pay is automatically paid once a year in May. At the end of your employment, you can request payout along with the rest of your accrued reserves. If you don’t, the accrued amount will be automatically transferred after six weeks.

Training

Who pays for my training?

If you are allowed to take a course through Jelle, we will draw up a course contract together with the course and payment arrangements. In some cases, we charge a co-payment that you can partially recoup through a reimbursement plan. The amount depends on training costs and how long you want to continue working for Jelle.

What training can I follow?

You can take courses through Jelle or get an MBO diploma through a BBL track (Beroeps Begeleidende Leerweg). You will attend school one day a week and work four days in the job for which you are being trained. Contact your regular contact at Jelle for options.

How do I qualify for training as a temporary worker?

If you would like to attend training, you can do so through Jelle. We can tell you how much experience and training is needed to grow into certain positions. Please indicate your desire to your regular contact at Jelle.

Does Jelle have a collective labor agreement?

Is a temporary employment contract an employment contract?

Yes, a temporary employment contract is a special employment contract (BW 7:690). It is an employment contract between the temporary employment agency and the temporary worker, under which the temporary worker is made available to a client under its management and supervision. The Collective Agreement for Temporary Workers regulates legal status and conditions of employment.

What is phase 1, 2, 3 and 4?

The phase system refers to the legal status system from the collective bargaining agreement for temporary workers. The NBBU CBA for Temporary Workers has three phases: phase 1-2, phase 3 and phase 4.

  • Phases 1-2 together last 52 worked weeks. During these phases, the agency clause may apply.
  • Phase 3 lasts a maximum of 3 years, during which a maximum of 6 fixed-term temporary employment contracts can be entered into.
  • Phase 4 begins as soon as phase 3 is completed. As a temporary worker, you are then entitled to an indefinite temporary contract.

The counting in the phase system starts again in phase 1 if there is an interruption of 26 weeks or more between two temporary employment contracts.

What is a temporary employment clause?

The temporary employment clause (BW 7:691(2)) means that the temporary employment contract ends by operation of law when the client waives the services of the temporary worker or when the temporary worker calls in sick. The clause may only be included until the end of Phase 1-2. When sick, the temporary worker has no formal employer (temporarily) and receives sickness benefits through the UWV.

Pension

Do I accrue pension as a temporary worker?

Yes, you start accruing pension immediately, regardless of the number of weeks worked. If you are 21 or older, you automatically join the pension plan. Upon reaching retirement age, the savings are converted into pension capital. Have you previously accrued pension through StiPP? Please communicate this in a timely manner so that your accrual continues.

How is my pension contribution calculated?

For temporary workers working in Stage 1/2, 2.6% of your gross salary is put into an individual retirement account each week. This is the Basic plan.

When you are employed in Phase 3, Jelle contributes to your pension accrual. How much this percentage is will be redefined each year. In any case, Jelle always pays 2/3 part, and you yourself 1/3 of that percentage. This is the Plus Scheme.

Where can I find more information about my pension?

I used to work at Jelle’s. Have I accrued a pension?

The flex worker pension plan has been in place since April 1999. If you then worked for Jelle for more than 26 weeks, you most likely participated. Pension administrator: StiPP (030 277 56 90, http://www.stippensioen.nl).

Illness

How do I call in sick?

How do I report better?

Report better by phone to HCS, 088 102 16 00 (weekdays 08.00-17.00). You are responsible for your own beta notification to HCS. Also, report better to Jelle as soon as possible, at least on the first day you return to work.

How is my daily wage calculated?

Over the reference period of 1 year prior to your sick leave, all wage data are collected and divided by 1 year. Of the calculated daily wage, 90% is paid. There are 2 waiting days over which no sick pay is paid.

When will I receive my sick pay?

As a temporary worker, you receive 90% of your daily wage. The first time you call in sick, it takes about 4 weeks for HCS to process your information and deposit the Sickness Benefit into your account.

Am I entitled to maternity pay as a temporary worker?

Yes. Starting six weeks before your expected delivery date, you are eligible, after submitting a doctor’s or midwife’s statement. The UWV determines benefits based on your wages for the last 13 weeks. If you want to stop working earlier than six weeks before giving birth, you can take out voluntary insurance with the UWV. After childbirth, benefits continue for up to 12 weeks. If you are still unfit for work after that, you will enter the Sickness Benefits Act (up to 104 weeks of partial continued payment).

Wage garnishment

What is a wage garnishment?

In wage garnishment, a creditor garnishes a debtor’s salary or benefits, usually when the debtor is unable or unwilling to meet their obligations. It is executed by a judicial officer (writ of execution with judgment or prejudgment attachment pending judgment).

Why does Jelle withhold wage garnishment?

Jelle has a duty to execute the wage garnishment and must answer, sign and return a questionnaire from the bailiff within four weeks. If Jelle fails to do so, Jelle may be sued and even held liable for the entire claim.

How is the amount of my wage garnishment determined?

The amount varies from case to case. The law establishes an attachment-free foot (minimum income for fixed expenses). This is 90% or 45% of the employee’s applicable welfare standard (single- and double-earner, respectively). The amount depends on marital status and partner income, among other things. Vacation pay, bonuses and 13th month are also included in wage garnishments; expense allowances are excluded. For debtors outside the Netherlands, no attachment-free foot applies unless the subdistrict court determines it.

What happens to multiple wage garnishments at the same time?

With multiple wage garnishments, the second (and subsequent) garnisher must report to the first in connection with the release amount. A tax garnishment from government/municipality/tax authority always takes precedence over a bailiff.

Buying a house

Can I buy a house as a flex worker?

Yes, as a flex worker it is possible to buy a house through a mortgage. Jelle is not a financial services provider; contact the mortgage lender for more information.

Can Jelle give me a perspective statement?

No, Jelle is not affiliated with the Perspective Foundation. We can, however, provide an employer statement and a letter of intent.

Privacy

Can Jelle obtain information from my previous employers?

Yes, but only with your permission. If you provided references in your CV, Jelle may assume consent. Only information directly related to the job may be requested; questions about sick leave are not allowed. Upon request, Jelle must disclose what information was obtained.

Why does Jelle check my ID?

Jelle is required to have a copy of a valid ID (passport or ID card; driver’s license does not apply). During registration, your ID will be checked and scanned. If your ID expires soon, you must replace it before you start work. Without valid ID, we may not send you out.

How does Jelle handle my personal data?

Jelle handles your data strictly. They are processed in a system at the branches and used exclusively by them. Data is never provided to third parties without permission. Read more: /privacy. Jelle adheres to the AVG/GDPR; your rights and our obligations apply.

Complaints

How do I file a complaint?

We take complaints seriously to improve services. Verbally, most complaints are resolved. Formal filing can be done through: contact form on the website; verbally in the office to the manager; by e-mail: klachten@jelle.com; or in writing to the main office attn. the complaint coordinator.

Can I file a complaint anonymously?

No, anonymous complaints will not be considered. We handle complaints personally; your identity is disclosed only to those involved.

How and when will my complaint be handled?

The manager or complaint coordinator will handle your complaint within 1 business day and/or contact you to discuss it and reach a resolution. The response will tell you how we plan to handle your complaint. If not immediately, we will indicate the time frame within which this can be done.

What can I do if my complaint has not been handled properly?

If you do not agree with the settlement, please make this known in writing to Jelle’s complaints coordinator via the email or postal address of the head office.
